A conservative lawyer challenged President Joe Biden's plan to erase up to $20,000 in school debt for millions of Americans.

"Nothing about loan cancellation is legal or appropriate," Pacific Legal Foundation attorney Frank Garrison said in a court complaint.

In an end-run around Congress, the administration threatens to impose a transformative policy, the complaint says.

Finding a plaintiff who can establish they've been hurt by Biden's scheme is the biggest challenge.
